Unstuck Conditional?

i have it with elf but now that elf is gonne im trying to replace some icons with blackd conditionals but is harder, so i need your help :(

I want a conditional that makes "exiva turbo" if the char gets stucked like it stay one square below, thx for your help it will really save me :D!
