Noob Question =) Cast spell at full mana?

Whats the easiest way to cast the spell 'exura ico' at full mana??

I cannot find it anywhere on the bot!

im trying to do -- If mana is MORE thann 95%. Explain the hotkey thing? I saw it somewhere else but i do not know how to set it up so it does the spell at full mana
