Cast X spell when target has X HP - Halp malmis!

So I'm just looking for a conditional where I can specify a word to say when my target has X HP

so something like say 'exevo vis' when target has '30%' hp

any luck on this im looking for the same exact thing cant seem to figure out how to make it
